First of all, IIT Bombay doesn't offer BTech courses based on Home State quota. Candidates with All India quota from any state will be eligible for the counselling rounds. To secure seat at IIT Bombay for CSE, students should obtain rank as per the cutoff list. For BTech CSE admission, cutoff was 23 for EWS All India category candidates. Therefore, they should get a rank of 23 or below to secure a seat as per the last round cutoff list.
