This scholarship is given by government of Odisha to all those candidate who belongs to Odisha only. Candidate must have secured 60% of marks in aggregate in 10+2. Yes, there is a chance that you can get admission in CSE branch in PMEC. 83 is a good percentile. Usually cut off is around 75-80 percentile. And if not CSE branch than you can definitely get other branches.

You must increase your JEE Mains percentage because 78 percentile is not sufficient to get CSE branch. So, You have to increase your percentage and 12th marks are not considered.
