These rankings are based on the overall performance which includes the staff the facilities etc. which the college provides to the students. Any recurring institution which is in the top 40 can be considered quite good. And based on this logic one can say that the post-graduation in Arts in different subjects offered by this institution is quite good. 
Here I would like to admit and say that selection of a college to seek admission in Delhi is a very tough choice.
