B.Sc Horticulture is a niche course i.e., the course is very particular in its syllabus and mainly focuses on the Horticulture branch of agriculture. B.Sc Agriculture is a core course that covers all aspects of agriculture in brief including horticulture.

You don't necessarily require skills before you enroll in a degree. You could use some pre-requisites but those too are mere suggestions. The course itself is designed to teach you skills.
