Yes, after completing Diploma engineering, you can take admission in the 2nd year of B.Tech. You can also choose any branch. For this, you will have to appear for LEET entrance exam.

Except for IIT, NIT and CFI, all other colleges in Maharashtra offer lateral admission. It's basically economic decision. With close to 40K seats not filled, colleges do need students to sustain.

There are many colleges in Chennai offering aeronautical engineering but the best college is Sathyabama University.
It comes on number 7 in all over India.

Indian institute of aeronautical engineering-Dehradun, Sathyabama University, Chennai, MIT, Manipal, Indian Institute of Space Science and Technology- Thiruvanthpuram, PEC-Punjab, IIT- Madras, IISc-Bangalore, IIT-Kharagpur, IIT-Kanpur and IIT-Bombay.
