University or college change after first year is completely dependent on the university and its norms, Some college may allow it where as some may not. You need to have a good score in first year to apply for the same. For further details, contact the college authorities.

IIT Mumbai is the best option for it. Apart from this, IIT Delhi and IIT Madras are also the best options if you look for outside Maharashtra colleges.

Both subjects are equally important for aeronautical engineering. Most of the aircraft systems are nowadays computerised (even engine functions are computer controlled) which requires understanding of both electronics and software.

You can become a pilot both a Commercial Pilot in civil aviation and flying pilot in Indian Air Force after B.Tech aeronautical engineering as you meet minimum educational qualification eligibility.
