GRE is not a must for PG Diploma programs, I will suggest you to look at the university requirements for the specific information you are looking for.

You can go anywhere. If you are planning to go to Canada then you must go to the agencies who offer jobs and MBA program together. Earn while you learn.

Valid graduation degree with GMAT and TOEFL score is a must. Acceptable exams vary from college to college and country to country and so do fees vary, US has highest fee following by Canada and UK.

Master's degree from Canada depends entirely on the overall profile of the applicant, which includes following parameters:
1. Academic background and CGPA.
2. Research experience.
3. Projects undertaken.
4. Work experience or internship undertaken.
5. IELTS/ TOEFL scores (Average requirement for IELTS is 6.5 band and for TOEFL is 90).
6. Financial capacity.

PTE is a novice evolution and getting mushroomed nowadays leaps and bounds. Some universities and colleges of Canada are recognising PTE as benchmark of English proficiency for admissions.

I really agree that first you have to clear your IELTS and that too with 6.5 or 7 bands but before that you need to understand that which all colleges you can get on the basis of your present educational profile, once you are sure with the college details only then you start with your IELTS.
