Your CGPA is good. Based on your profile chances are good. But since you already have an ME you must be careful with your application and explain the universities why you want other Masters. And if it is a similar programme, you won't be accepted. Have your career plans sorted out and then apply. Good luck with your application.

Well, universities and colleges have different admission requirements. Highly ranked universities are more competitive. You must also have a relevant educational background. Please share more details for better guidance.

Before the student visa process begins, you must apply to a university and receive the admission offer. You did not mention the grades but with so many backlogs admission in a Master's degree programme is very difficult. You can check for PG Diploma or graduate certificate programmes. If your SOP and recommendation letters are not good then chances will be slim. You must also take IELTS.
