First of all, you should be well aware of the IAS syllabus which you can have at UPSC portal. You have to daily read at least 2 or 3 newspapers one of which should be an English newspaper. You need to make time table for your study. Regarding books you can consult with NCERT (9th-12th) for basic knowledge and other can be viewed at UPSC portal.

Hi Yogesh, Good to know that you want to become a career counsellor. Many of the students are confused and professionals are stressed up and they definitely need career counselling. To become a career counsellor you should learn psychometric theories, career analysis, new aged career paths. You are not required to do the master programme. You can do a career counselling certification programme to become a career counsellor. People from a psychology background or non-psychology background both can become a career counselor. But, should have very high interest and willingness to contribute to society. Career counseling is huge in demand. In India, we need 1.4 Million career counselors where we have hardly 10,000 As of now. But to become a professional career counselor you should have knowledge of career analysis and psychometric assessment. A certified career analyst programme is recommended to become a career counsellor.
