B.Sc in Microbiology is a great graduation that you have done. Why are you switching to the other career? Don't switch, rather focus on the microbiology. It is a better career and job option for your future life continue it other than switching it.

If you are a Class 12 passout then you can pursue a Diploma course. There are many colleges in India that offer Fashion Designing Diploma courses. If you have completed graduation then you can pursue PG Diploma in Fashion Design. PG Diploma is an advanced course and is of higher academic level compared to a Diploma.

It is very nice to see that you are intending to do your Diploma course after completion of your ITI. Yes, this is perfectly feasible and possible. In fact, many students go for this. Just for your information, the eligibility conditions for Diploma course is class 10th, and so it is for ITI also. So, there are no issues by which you can be prevented from taking up the Diploma studies which you want to do.
