IIT Guwahati has a seat intake of 114 for the Computer Science and Engineering (CSE) specialisation offered under the BTech programme. This seat intake has been derived from the official website of JoSAA. At the time of counselling, candidates are admitted based on their rank in JEE Advanced and in accordance with the seat intake and the reservation policies.

As per the information in the year of 2023, the JEE Main cutoff rank for Metallurgical and Materials Engineering at VNIT Nagpur was 39279 for the general category and for the year 2024 this goes from 5655 to 52250 for general category.
As you given your OBC rank is 22493 and considering you are from the home state, you have a chance to get into the Metallurgical and Materials Engineering stream at VNIT Nagpur. This is an estimation based on the previous years' trends.
