About 25% of seats are reserved for JEE Mains students but the cutoff hits 97% at max. I am sorry to let you know maybe the information you have got is false.

Yes, if you qualify in AUEET (Andhra University Engineering Entrance Test), you will have to pay a fee to secure your admission in the respective course offered by the Andhra University.

No, Only M.Tech is a 2-year course offered by IIIT Bangalore. B.Tech + M.Tech course is of 5 years.
