Dear,
Your IELTS score is nothing to do with your visa fees. IELTS exam is just to check out your proficiency level in English. However, you can get some sort of scholarship with this score, but don't ever think of any relaxation in visa fees.
All your visa proceeding is been done by the Embassy (of the concerned nation), so they have their own criteria. IELTS is taken for admission in a university.

If you really want to get 7 or more bands then you have to take at least one listening test a day. Simply complete IELTS booklet and up to ten reading tests from the websites before your final test.

Yes, you must take the TOEFL or IELTS. You must also submit a very good SOP/CV/resume too.

Hi,
This is perhaps the best time. Try to take the test by Sept. If you are planning to study abroad then you must submit your applications by Oct/Nov depending on the university or country you are applying to.

I don't know about TOEFL, this exam is of 100 marks and for IELTS there is overall 9 bands (0-9). Most of the colleges ask to score above 7 bands in this exam. There is no criteria for level 1 or 2. If you take any coaching (especially for IELTS or TOEFL).

You can apply if you get an admission. With your percentage you won't be eligible for most universities and colleges except SPP.
