Both are good options for government colleges but NATA is better for architecture courses.

State caste certificate is not useful.
You need to have the NCL certificate, as only it is acceptable for OBC proof.

If you are domicile of Maharashtra, and have cleared MHT CET, then you are sure to get admission in an engineering college. In addition, there are some engineering colleges set up as minority institutions and as a Muslim you will get priority in such colleges. Best wishes to you.
