Based on your All India female rank of 27361 in JEE Mains, you can get into following colleges based on your branch preference for CSE:
National Institute of Technology Agartala
National Institute of Technology Sikkim
National Institute of Technology, Manipur
Assam University, Silchar
Gurukula Kangri Vishwavidyalaya, Haridwar

To get admission in the Computer Science branch at JECRC Foundation, you should have scored more than 85% in 12th and should have a good percentile in JEE Mains examination. The cut-off for CSE in NITs and IIITs varies every year and depends on various factors such as the number of seats available, the number of applicants, etc. It is difficult to get into NITs for CSE branch with a rank of 40k in JEE Mains. However, you can try for some IIITs. You can also use the JEE Main college predictor on the basis of rank obtained in the exam to get an idea of which colleges you can get admission in 2023. As per the previous years' cutoff trends, with a SC category rank of 18055 in JEE Mains, you may have chances of getting a seat in NITs. However, it may also depend on various factors such as the difficulty level of the exam, the number of seats available, the number of candidates applying, and their respective ranks. You can refer to the previous year's cutoff ranks of various NITs to get an idea about the possible options available for you. You can also participate in the counseling process and keep your options open for the JoSAA counseling rounds.

Yes, you can repeat class 12th from another board and become eligible for JEE exam. However, you should check the eligibility criteria of the particular board you plan to repeat class 12th from and also the eligibility criteria for JEE exam. The minimum percentage required in class 12th also varies for different categories. So, it's best to check the eligibility criteria of the particular exam you are interested in appearing for.
