No, Indian students cannot directly apply for a UG degree Kiel Uni of Applied Sciences after Class 12th in India. Universities in Germany requires atleast 13 years of schooling to be eligible for UG degree.
Indian students can apply after a 1-year Studienkolleg program in Germany to prepare for the university entrance test or have completed atleast 1 year of UG studies in India.

Yes, Indian students have to pay an application fee worth EUR 75 (INR 7.9 K) when applying via the Uni-assist portal.
