Yes, generally you can. But it actually depends on the colleges only. If there are scholarships offered by the colleges based on your scores in the semester exams, only then you can get it. Otherwise there is no other way.

Yes, scholarship programmes for postgraduate students are available both by central and state government.
There are merit cum means scholarships and post-metric scholarships offered both by the central and state governments. The deadline for the application of which is in september/october every year. There are many other scholarships schemes offered as well. You can check relevant programmes out from the following site: https://mhrd.gov.in/scholarships-education-loan-0
