Yes, Haryana domicile students are eligible for scholarships upto 25% to 100% on tuition fees, depending on the university's provisions as per the University Act. This includes both merit-based and need-based scholarships. There's also a scholarship for Girl's students of concession upto 10% on tuition fee.

Yes many universities do provide merit based and need based scholarships to the students, other than that you might get a fee waiver, instead of a scholarship. There are many scholarship provided by the Government or private corporations like the TATA group, Reliance group or the Airtel Group, you can check out the eligibility and other information about the scholarships on Buddy4Study app avaialbel on play store.
