Yes, the University of Birmingham does accept a conditional application without the final transcripts or the IELTS scores.
The students would then be liable to meet all the admission conditions. For example, yes, the students can apply without an IELTS score, but then it would be a condition on your offer letter.

For UG courses of the Uni of Birmingham, students can apply online through UCAS. Whereas, to apply to the PG courses of the Uni of Birmingham, the applicants can apply directly from the university's website. The documents that are required to apply to this university are-

Indian students who want to apply to the Uni of Birmingham are required to meet the following entry requirements.
- UG: The students must have completed Class 12, with minimum 75% - 95% (minimum percentage varies as per the boards)
- PG: A three or four year Bachelor's degree is required for admission to the Uni of Birmingham PG courses. For LLM courses, this university accepts the applications from 3-5 year LLB holders

Indian students wishing to go to the University of Birmingham admissions should try to apply at least 10 to 12 months before to allow ample time for the UK visa processing.
So, for applicants should make an application by October to December of the previous year to get a CAS for the next September intake.

Yes, at the University of Birmingham, there is a January intake for some selected PG courses along with the main intake such as the September intake.
Most of the popular PG courses only start in September (the main intake) but the courses in areas like Business and Engineering offer a January start (Spring intake).
The Jan intake is limited to some Birmingham University courses.
