Hi Kunal,
Both the colleges are very good for pursuing B.E in CSE. However, BITS Pilani certainly has an edge over DTU being the CSE course as the flagship course which is at par with the top IITs.
Hence, take your decision accordingly.

You have to appear for JEE Mains exam. If you get good marks then apply for JAC Delhi counselling.

Yes, they are different universities. DTU is a single college whereas DU includes some colleges.

You have passed class 12th exam. If so, then you can apply for JEE papers.
Admission to DTU is done on the basis of JEE Mains examination. So, firstly you have to appear for it then get marks beyond cutoff then apply for JAC Delhi Counselling,

It basically depends upon you category. If you are from general category and Delhi resident, then a rank about 1 lakh will get you a branch at least in DTU. Moreover, you should qualify JEE Mains for branch of your choice.
