It could mean that this university gives admissions to perhaps whosoever is eligible and is applying. This is something along with what the National Medical Commission did recently by lowering the percentile to "zero" as the minimum in NEET PG for giving admissions to PG courses for leftover seats. Of course, this did not yield any fruitful results. In the same vein, it seems that this institute gives admissions to MBA.
