Can I get seat with 97.6%in ts board and 77 percentile in JEE Mains in CSE or it in sastra university.

Your Mains percentile is less so you can get any other branch other than CSE or IT. Try up to last round if counselling as every year statistics changes.

Maybe you can get other branch seats with your score. You can try up to last round of counselling for those seats or you can join in any branch you got and if you done well in 1st year of engineering by getting 9CGP you can avail CSE offer.

So you are eligible for stream 2 as you haven't written JEE Mains. It's hard to get a seat in main campus of sastra with your score. If you want only CSE you can apply for kumbakonam campus of sastra you can have a chance to get CSE.

I had secured 960 in Andhra Pradesh board exams and Mains percentile is 84.84 is am eligible for sastra.

You can get seat in sastra as you haven't preferred any branch. You may have chance to get mechatronics or bio engineering branches in main campus of sastra.
