By going through the last years' placements statistics, cutoffs and ranking, VNIT comes on top. VNIT is better in every aspect. I will suggest you to go for VNIT.

You can easily get mechanical in NIT Kurukshetra with home-state quota with this rank or you can try for CS or IT in NIT Srinagar or Patna.

I have got 21267 CRL rank in JEE Mains. Should I choose NIT, Kurukshetra or HBTU, Kanpur for B.Tech?

It depends, what kind of environment and exposure you want. HBTU has a very good reputation in CSE and paint technology so it can be preferred in this case but NITs are big name and provides you better exposure.
