Yes, if we talk about National Institute of Meghalaya, there are few kind of scholarship available, basically it depends on the category from which you belong . 
If you are from SC or ST category you don't need to pay any tuition fee you just have to pay hostel and mess, and apart from that, you will get government scholarship from various scheme as per my knowledge what my friends are getting is around 60-70 thousand per year so from that only you can pay your college fee. 

If you are from general or OBC category then it depends on your family income, if your family is making less than 2 Lacs you don't have to pay tuition fees but apart from this you can't get any other scholarship. 
If your family income is more that 2 Lacs and less than 6-8 Lacs, I don't know exactly then you have to pay only 1/3 of tuition fee.

No, BTech programme isn't free at NIT Meghalaya . Candidates seeking to get admission are required to pay the tuition fee which ranges between INR 5 lakh - 5.3 lakh, the fees exclude of Eamination Fee of the Semester Registration Fee,  Library Fee,  Laboratory Fee, Internet Fee, etc. However NIT Sikkim does have scholarship schemes for students.
