IIT Kanpur Hosts 5th Regulatory Conclave on Resource Adequacy Framework for Distribution Utilities

IIT Kanpur hosted its 5th Regulatory Conclave, focusing on the "Resource Adequacy Framework for Distribution Utilities," where experts discussed implementation challenges in ensuring reliable power distribution.
The Centre for Energy Regulation (CER) at the Indian Institute of Technology (IIT) Kanpur hosted the 5th Regulatory Conclave, focusing on the “Resource Adequacy Framework for Distribution Utilities: Methodological and Implementation Challenges.” This virtual event brought together experts from system operations, planning, and distribution companies (discoms) to discuss key challenges in developing a robust resource adequacy framework.
The discussions centred on ensuring a reliable and sustainable power supply for the future while optimizing the efficiency of power generation and distribution across the country. Dr. Srikant Nagulapalli, Additional Secretary at the Ministry of Power, Government of India, attended as the Chief Guest and chaired an insightful panel discussion.
Speaking at the event, Founder and Coordinator of CER and the Energy Analytics Lab (EAL) at IIT Kanpur Prof. Anoop Singh said, "The successful implementation of the Resource Adequacy Framework is essential for ensuring the future stability of India's power sector. Hosted at the Department of Management Sciences (DoMS), the Centre for Energy Regulation (CER) continues to push the boundaries of regulatory research and capacity building, supporting the adoption of innovative solutions that can enable a sustainable energy transition."
Prof. Anoop Singh’s presentation, based on in-house research at CER and EAL, emphasized the importance of resource adequacy planning (RAP) and shared insights from long-term demand forecasting studies conducted in Uttar Pradesh and Chhattisgarh. Key implementation challenges discussed included the need for 15-minute demand projections instead of hourly estimates, differentiated capacity credits for seasonally driven generation sources like hydro, wind, and solar, nationwide optimization of thermal power plant maintenance schedules to enhance capacity availability, and evaluating the impact of alternative scenarios on consumer tariffs.
IIT Kanpur, through its Centre for Energy Regulation, continues to lead critical discussions and research on India’s energy landscape. The 5th Regulatory Conclave reaffirmed CER’s dedication to advancing resource adequacy planning and strengthening collaboration among policymakers, utilities, and industry experts.
