Yes, you can. NEET 2018 Exam will be on 06th May 2018. So, not much time left for the preparation. For NEET preparation, you should now only study the most important topics. Solve previous year question papers and take online mock tests. Download previous year NEET Exam Question Papers here:

Yes, if you pass your compartmental exam then you are eligible to take admission in any college, but keep eye on their boards percentage criteria and the counselling time because at the time of counselling you need to produce the all clear marksheet.

There is no state quota during admission in IIT colleges. On the contrary, there is 50% quota for home state board students. I mean state is no matter. Your class 12th board state is included.

I think there is a mistake in your question.
Because GATE is meant for Post-Graduation courses but it can't make you to get into B.Tech
First of all, you have to complete your B.Tech to be eligible for the GATE.
But, if you want to join in B.Tech CSE in GITAM, you have to appear for GAT entrance exam conducted by GITAM University and the cut-off will be changing every year based on the number of applicants and GAT score around 300+ out of 400 can easily assure your admission into CSE even in Vizag campus.

VIT University will enable the facility of VITEEE 2018 slot booking tentatively in the third week of March. You must note that the slot booking of VITEEE 2018 may be available for only a few days. Thus, they must keep a track of it and book their test slots for VITEEE 2018 before the deadline. In order to book their test slots for VITEEE 2018, the registered candidates have to log in through Online Test Booking System 'OTBS'; of VIT University. VITEEE 2018 will be held in online mode from April 4 to 15.
