Yes, Your bother will be eligible to get a seat through JEE Main if he clears his Class 12th supplementary exams. Clearing of Class 12 is a mandatory requirement. Validity of supplementary exams will depend upon clearing the subjects required.

For admission to NITs, IIITs, and GFTIs, he must have obtained at least 75% marks in Class 12 or must be within the top 20 percentile of his board (65% for SC/ST). Other colleges will have different eligibility criteria. His supplementary results need to be released before the cut-off date to ensure his eligibility.

NEET Eligibility
The age of the candidate must be 17 years as of December 31 of the admission year. Candidates must have completed 10+2 with Physics, Chemistry, Biology/Biotechnology, and English as core subjects, securing 50% marks for general, 40% for OBC/SC/ST, and 45% for PwD candidates.

CUET Eligibility
Age has not been declared. The minimum qualification required for the students should be 10+2 or equivalent from any recognised board. The eligibility for the particular course depends on the university and their requirements.

JEE Eligibility
Candidates must have passed 10+2 with Physics, Chemistry, and Mathematics. There is no age bar for JEE Main, but for JEE Advanced, candidates must be born on or after October 1, 2000.
