please elobarate your question. if you want to ask that both B.Com and fashion designing course could be done then answer is yes. but remember that it should be certificate course not diploma at a same time.

Yes you can. NIFT also offers various courses like textile design, fashion n communication etc . Even NID has few great courses on industrial design.
