No, IMA Institute does not give admission to B.Sc Nautical Science without the IMU CET exam: 

The Indian Maritime University (IMU) conducts the IMU CET, a national-level entrance exam, for admission to B.Sc Nautical Science and other courses.

IMU CET is mandatory for admission to DGS-approved programs, including B.Sc Nautical Science.

IMU CET scores are also accepted for admission to other courses, such as UG Diploma, MTech, MBA, and PhD.
