Yes, you can get admission in B.Tech college without JEE score, but not in every college. Like every government college now has start considering JEE score. Delhi Technological University (DTU) is one of the top engineering colleges and has a 36th ranking in the NIRF Engineering category.
With a JEE Main 6700 rank in the SC category, there is a slight possibility that you would get a seat in the Computer Engineering branch of the DTU. The all-India JEE main rank cutoff for the SC category at DTU in 2021 was 97680.
