Yes, you can get admission in B.Tech college without JEE score, but not in every college. Like every government college now has start considering JEE score. Some demmed University and central university conducts their own exams for students to get admission in different branches of B.Tech. Also almost every private colleges and private universities give direct admission and some conduct their own exams to get admission, but some reputed college conduct their own exam and also consider JEE score. Based on your percentile, your overall rank will be around 9207-10350. With this rank, you have a great chance to get a seat in top NITs and government colleges. Also, you will be eligible for JEE Advanced and with a good rank in Advanced you have the opportunity to get a seat in IITs as well. Based on the information you have given, you have fewer chances of getting into NITs, IIITs, or GFTIs. However, you can try getting admission into government colleges and private colleges in your state that accept JEE scores. According to your rank, I am suggesting some colleges. Delhi Technological University (DTU) is one of the top engineering colleges and has a 36th ranking in the NIRF Engineering category.
With a JEE Main 6700 rank in the SC category, there is a slight possibility that you would get a seat in the Computer Engineering branch of the DTU. The all-India JEE main rank cutoff for the SC category at DTU in 2021 was 97680.
Also, if you have Delhi home state quota then your chances are very good to get admission in DTU. Based on the previous year's estimate, the cut-off for the SC category is usually under 50,000.

As you are aware, the JEE Main Cutoff for 2022 was recently released, and usually this cutoff is of two types: the qualifying cutoff and the admission cutoff. The admission cutoff for JEE Main is the opening and closing ranks for B.Tech admission in each government institute such as NIT and IIIT.
