Which college is the best for CSE? Can I get CSE in any top college under REAP or JoSAA? I have 142621 AIR and 43581 OBC rank in JEE Mains.

Well, the best colleges through JEE Mains are:-
IIIT Hyderabad- For CS you need to get around 1100 rank in JEE Mains. NIT Trichy-Cutoff for CS-1500
NSUT-Cutoff for COE-1800 (outside Delhi)
NIT Surathkal-Cutoff for CS-2500
NIT Warangal-Cutoff for CS-2000
DTU-Cutoff for COE-3000 (outside Delhi)
NIT Allahaba

BIT Mesra is a very good college for engineering but if you are not satisfied with your college then definitely you can attend CSAB counseling. No, you cannot get NITs, IIITs or GFTIs on the asked rank and category. Your category rank should not more than 3700 for getting admission in asked colleges.

Your JEE Main rank is good enough for getting Bundelkhand University. You can get ECE in Bundelkhand University Jhansi under the asked category.

No, it is not a normal practice in JoSAA but due to pandemic there were relation for past year, there is no chance that they will continue with that.
