Unfortunately with your rank and category you do not have chances of getting any IITs. I will suggest you to sit for JoSAA counselling with your JEE Main score, that might fetch you good NITs and IIITs.

The rank you have provided is very high to get admission in any government college if you belong to general category.However if you are sc or st thenthere are some chances to get admission in colleges as mentioned below:-
1. DTU if completed your 12th from Delhi.
2. Some low ranking NITs
3. NEHU, Assam university, Manipur university etc.

With the rank that you provided you might not get admission in NITs or IIITs through JoSSA counselling you can go for GFITs. You can go for CSAB counselling where there is good chance that you can get admission in some NITs like NIT Patna, NIT Meghalaya etc.

Yes there is fee waiver option in gftis for sc/St students in Jossa counselling .Actually fees of sc/St students refunded later by college administration.But minimum amount of counselling fees you have to paid during counselling procedure.

Sorry to say, but in my opinion its not possible to get admission in JoSAA with such a high rank.

As of the trend of previous years it is nearly impossible to get seat in JOSAA counselling at these marks but you can get one in JAC counselling
But it's totally depends on luck.
Also forget about GFTI's you can even qualified for private college at this marks
*I'm talking about general category
#So practically there are no colleges which you can get at these marks.
Better do a drop or get into any private college.
