Both Chandigarh University and Thapar University are best in terms of placements but I can only tell you about Chandigarh University because I really don't know about Thapar. Talking about Chandigarh University, it is also very renowned for its placements, many top MNCs like Google, Deloitte, Accenture, Flipkart, etc. come to hire students for placements. Placements don't just happen overnight.
