The clear answer is no. An online BTech degree is not valid in India anymore. It is not approved by the All India Council for Technical Education (AICTE) because of a variety of reasons. One important reason is zero practical exposure. Technical programs like BTech are meant for the professional world, which demands technical expertise and advanced skills that is not possible in the online mode. Secondly, there is no lab assistance possible in online BTech courses, making it less valuable than regular face-to-face BTech programs.

Yes. The admissions to Diploma courses are made based on inter-se-merit of qualifying examination. HSTES also conducts state-level Online Common Entrance Test (OCET) for admission to the BPharmacy course. The admissions to BE/BTech courses are made based on the All India Rank of JEE Mains conducted by the National Testing Agency (NTA). Admissions to the BArch course are made based on rank obtained in NATA conducted by COA and JEE Main paper part II conducted by NTA.
