Who was Sir MV and what were his accomplishments?

He played an important role in building India's early infrastructure. Some of his achievements were designing the Krishna Raja Sagara Dam in Karnataka, patenting automated irrigation floodgates, and engineering critical flood protection systems for Hyderabad.
