If you scored 91.45 percentile in JEE Mains and 82.40 in 12th, you might get CSE at MBM Jodhpur under general category borderline since cutoff hover around 85–90 percentile general for CSE in recent years (85%ile is baseline).

Yes, you can get some NIT which are situated near Uttar Pradesh which have low cutoff ranks including NIT Patna, NIT Allahabad and NIt Bhopal. You may be able to get branches like Civil Engineering, Mechanical Engineering and Electrical Engineering in NIT Patna or NIT Allahabad.

If you got rank in JEE Mains 650000 then, you can only gat admission in your home state colleges in the lower branches. You are not eligible for other states because your percentage in board exam is less than 75 percentage
