No, students can not get admission at Institute of Company Secretaries of India Delhi with out CSEET. Admission to the ICSI Delhi CS Foundation course is done through CS Executive Entrance Test (CSEET). It is mandatory for students to qualify the eligibility criteria set by the university for the desired course. 

The overall average package offered during ICSI Delhi placements is not available. Candidates seeking admission shall first check the eligibility conditions. For the CS course, candidates need to take the CSEET entrance exam. The candidates applying after graduation are exempted from the entrance test but must meet the eligibility criteria. Further, to become a CS, candidates have to first take the CSEET exam or the CS executive exam and finally the CS professional exam. Additionally, a certificate course on the valuation of securities/financial assets is offered jointly by ICSI and ICSI RVO. Admission to this course is subject to fulfilment of eligibility criteria.

Students who have completed their 10+2 education in any stream can apply for the ICSI CS course. Candidates require no minimum percentage to appear/apply for the CS examination. Class 12th passed candidates must appear for the CSEET examination and score a minimum of 50% marks overall and 40% in each subject to qualify for the CS Executive examination.

The eligibility criteria for the CS foundation course is Class 12 or equivalent pass in any stream with 65% aggregate for economically backward students and 85% for academically bright candidates. While the executive course can be pursued by any candidate with a class 12 or equivalent exam pass certificate with the required aggregate/CS foundation programme pass/foundation exam pass of the institute of cost accountants of India/Common Proficiency Test (CPT) of ICAI, or Arts, Science, Commerce graduates/PG (excluding fine arts). Additionally, the applicant shall not be less than 17 years of age. Furthermore, for ICSI CS professional course can be only pursued by candidates who have cleared the CS executive exam. It must be noted that the Company Secretary courses cannot be pursued by candidates who have passed the qualifying exam in the fine arts stream.
