Gujarat Medical Council Ignoring NMC Directive on FMG Stipends, Alleges ALL FMGs Association

FMGs in Gujarat demand stipend payments as per NMC directives, but the Gujarat Medical Council remains unresponsive. Meanwhile, non-domicile interns face an additional financial burden with a ₹1 lakh security deposit, raising concerns over fairness and accountability.
The ALL FMGs Association (AFA) has accused the Gujarat Medical Council (GMC) of disregarding the National Medical Commission (NMC) directive mandating stipend payments to Foreign Medical Graduates (FMGs). The association claims that despite official guidelines, FMGs in Gujarat remain unpaid while the GMC continues to enforce a ₹1 lakh security deposit on non-domicile FMGs, which is not mentioned in the NMC regulations.
Unmet Stipend Demands & Parliamentary Intervention
The issue gained national attention after Member of Parliament Parshottam Rupala took it up with Gujarat Health Minister Rushikesh Patel. In his letter, Rupala highlighted that FMG interns are entitled to receive a stipend equal to that of Indian Medical Graduates (IMGs), set at ₹21,840 per month. However, many FMGs in Gujarat have not received their stipends despite completing several months of internship.
Calling for immediate action, the letter urged the Gujarat government to ensure stipend payments as per the NMC and state government’s directives. However, there has been no response from the Gujarat Medical Council regarding these concerns.
₹1 Lakh Security Deposit Raises Questions
AFA has also raised concerns over the ₹1 lakh refundable security deposit imposed on non-domicile FMGs. As per GMC’s notice:
FMG interns from outside Gujarat must pay ₹1 lakh as a security deposit via demand draft to the Registrar, Gujarat Medical Council.
If an FMG does not join the allotted institute or leaves the internship mid-term, the deposit is forfeited.
The amount is refunded only after satisfactory completion of the internship and obtaining permanent GMC registration.
Despite repeated appeals, FMGs in Gujarat continue to be denied their stipends, raising concerns over the lack of accountability within the Gujarat Medical Council. The AFA has demanded immediate action, urging authorities to enforce stipend payments and end the financial burden imposed on non-domicile FMG interns.
The silence from GMC has further fueled frustration among FMGs, who now seek stronger intervention to ensure their rightful dues. Will the Gujarat government and the GMC finally act on this pressing issue?
The cutoff marks are the minimum marks which applicants need to secure to pass the exam. There are various factors which determine the cutoff marks of FMGE exam. Since FMGE exam is conducted for a total of 300 marks hence applicants need to secure the minimum passing marks.
