No, you cannot become a lawyer without a Law degree. You mandatorily need to obtain degrees such as BA/BCom/BSc/BBA LLB or LLB in order to be a lawyer in India. The candidates have to fill the online application form either online or offline. Yes, USTM does offers course in Pharmacy. USTM Department of Pharmaceutical Sciences offers courses in BPharm, DPharm and PhD in Pharmaceutical Sciences. Diploma in Pharmacy (D Pharm) is a two years Diploma programme and  Bachelor of Pharmacy (abbreviated B Pharm) is an undergraduate four years academic degree programme in the field of pharmacy. Both the courses required class 12 with 50% aggregate for admission as the admission is Merit basis.

The University of Science and Technology, Meghalaya (USTM) offres more than 60 courses at UG, PG and PhD level, through its seven schools and 19 departments of multiple streams. USTM does offers Degree in regional language i.e.  Khasi, Assamese and Garo. The university offers Postgraduate level programme in Khasi, Assamese and Garo. The programme covers duration of two years. To get into the programme candidates must posses 45% aggregate (5% Relaxation for reserved categories). The tuition fee ranges from INR 60,000 to INR 68,000. Candidates must first fill the application form with all the required documents. Admission will be done on Merit basis.
