BITS Pilani Goa does offer direct admission to the ME course without them having to appear in the BITSAT exam. The institute offers admission to the ME course in three modes.  Board Topper's scheme offers direct admission if a candidate is a central/ state board topper, BITS Pilani offers direct admission to the specialisation of his choice, irrespective of their BITSAT score.
