IIT Delhi M.Des fee is INR 3 Lacs for two years. The fee mentioned here is taken from an unofficial source and is the total tuition fee. Hence, is indicative. For detailed fee structure, candidates are advised to contact the admission department of the institute.
The total course fee is a cumulative of multiple components such as tuition fee, medical fees, transport fees, etc. IIT Delhi PhD tuition fee for full-time course is INR 7,500 per semester. In addition, PhD (part-time/sponsored) programmes is INR 17,500. The hostel fee for PhD candidates is INR 13,250. Some other fee such as students distress fund scheme (each semester) of INR 400 and insurance scheme (yearly) fee of INR 500 may also be added in the fee. Further, the fee mentioned here is taken from IIT Delhi 2023 prospectus.

Practically speaking there is no difference between these two degrees. Both connote degree in engineering.
