Shall I pursue EE from IIT-Roorkee, ECE from IIT-Guwahati or CSE from IIT-Mandi, Ropar or Gandhinagar?
Old IITs are the best. They enhance your personality.
In my opinion, you should opt EE from IIT-Roorkee, because IIT Roorkee provides good quality of EE faculty members, good course curriculum, good infrastructure and good placements.
