No, the MAH CET application form and MAH CET Counselling form are different and candidates have to fill them separately. The MAH CET application form is valid for the entrance test only and the MAH CET counseling application form has to be filled by only those candidates who qualify the entrance test and wish to participate in the seat allotment process. The MAH MBA CET counseling registration form is released about 2 months after the entrance test result announcement.
