IAS Cadre allocation list for the UPSC 2019 exam was released on January 13 by the Department of Personnel. Department of Personnel follows the IAS cadre allocation policy, which is revised from time to time. The candidates must understand that the IAS cadre allocation is done by following a complex procedure keeping in mind the state’s insider and outsider roaster and service preference given by the selected candidates.

IAS cadre allocation is done by the Department of Personnel while the selected candidates undergoing the training at their respective training academies. The candidates are allotted to the state cadres where they undergo the field training. So the DoPT need to release the IAS cadre allocation list before the end of the Phase I course so that the candidates can go to their respective states for the field training.
It is important to note that the Jammu and Kashmir cadre is merged with the Arunachal Pradesh–Goa–Mizoram–Union Territories (AGMUT) cadre. Until IAS cadre allocation 2018, there was a separate cadre for the state Jammu and Kashmir but as it became the Union Territory now, the state cadre was merged with the AGMUT cadre. The total number of cadres in the IAS is now 25. In the IAS 2018 cadre allocation, the total number of cadres were 26.
The sequencing of the roaster is very difficult to decode, so nobody is sure that he or she will get the home state cadre. It depends on the insider vacancy in the state and the roaster. The IAS Rank 1 can be sure if there is a vacancy of an insider in his or her state cadre. But even the 2nd rank holder is not certain about his or her cadre.

The IAS cadres are divided into five zones and the candidates need to provide their state preference from any of the zones. The state cadres are divided into the zones as follows.
Zone I- AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territories), Himachal Pradesh, Uttarakhand, Punjab, Rajasthan and Haryana.
Zone II- Uttar Pradesh, Bihar, Jharkhand, and Odisha
Zone-III -Gujarat, Maharashtra, Madhya Pradesh, and Chhattisgarh.
Zone IV- West Bengal, Sikkim, Assam-Meghalaya, Manipur, Tripura, and Nagaland.
Zone-V -Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, and Telangana.
The cadre allocation is final and it cannot be changed in ordinary conditions. There are specified rules for the cadre changing of an IAS officer. One of the condition to change the state cadre is marriage with another IAS officer belonging to different state cadre.

The UPSC IAS Notification 2026 has been postponed due to administrative reasons. The Commission released a notice on its official website - upsc.gov.in regarding this. The Commission will also revise the last date for UPSC applications.
