The Biju Patnaik University of Technology, Orissa was established in November 2002 through an act of the Government. Today the University has 137 colleges, both constituent and associated with around 1 lakh students. Located in Rourkela Biju Patnaik University of Technology was established in 2002 under the public-private partnership model. BPUT Rourkela offers undergraduate, postgraduate and doctoral programmes across various disciplines, including Engineering and Architecture, Business Management, Computer Studies and Pharmacy.

At Biju Patnaik University of Technology, the scholarships are provided through the Government of Orissa. The Government has instituted multiple merit-cum-means scholarships amounting to INR 10,000 per student annually for those studying professional courses in Technical Institutions.
