 The choice between the two depends on various factors such as faculty expertise, infrastructure, research opportunities, campus environment, placement records, and personal preferences. You may need a deep dive comparision in each category, as it may be distinct or even similar. 

We cannot say the course is "better" in one college than the other one by a few factors. It all boils down to personal choice, and preference.
