Functions of Bar Council of Delhi 

The functions of the Bar Council of Delhi have been listed below: 

  • To admit persons as advocates on its roll
  • To prepare and maintain such roll
  • To entertain and determine cases of misconduct against advocates on its roll
  • To safeguard the rights, privileges and interest of advocates
  • To promote the growth of Bar Associations for the purposes of effective implementation of the welfare schemes
  • To promote and support law reform
  • To conduct seminars
  • To organise legal aid to the poor
  • To manage and invest the funds of the Bar Council
  • To provide for the election of its members
  • To visit and inspect Universities
  • A State Bar Council (includind BCD) may form one or more funds in the for the given objectives:

Giving financial assistance to organise welfare schemes

Giving legal aid or advice in accordance with the rules

Why do I need to Enrol in Bar Council of Delhi? 

Individuals who want to become advocates after passing a 3-year LLB or 5-year LLB first need to register with a State Bar Council in India. Then, they need to appear and qualify for the All India Bar Examination (AIBE).. Once they pass the exam, BCI will give them a Certificate of Practice."  Thus, if you want to work as an advocate in Delhi, you will have to register with the Delhi State Bar Council. This registration process is the first step to becoming a litigator in Delhi.

The minimum qualifying marks for AIBE exam as decided by the Bar Council is:

Q:   Who can apply for Certificate of Practice by BCI?
A:

The candidates whose names appears on the Roll of Advocates maintained by a State Bar Council can apply for the CoP. These candidates must be enrolled advocates who have passed the All India Bar Examination.

Q:   Can I appear for AIBE Exam in hindi?
A:

The BCI conducts the AIBE Exam in 11 languages. One of the language is hindi too. Hence, candidates have an option to appear for the exam in hindi too.

Documents Required for Registration to Bar Council of Delhi 

The following documents are required to register for the State Bar Coucil of Delhi:

  • Class 10 and Class 12 marksheets
  • LLB passing certificate

For 3yr LLB - Graduation degree certificate + LLB degree certificate

For 5yr LLB - Degree certificate / Provisional certificate

  • Latest passport size photo in formal lawyer attire
  • Attendance cum character certificate
  • Photo ID card
  • Self attested residence proof
  • Rent agreement if you are not a resident of Delhi
  • Gap affidavit if there is gap between your LLB passing year and bar registration year
  • Affidavit of intended place of practice

How to Enrol in Bar Council of Delhi?

To enroll to the Bar Council of Delhi, use the following steps: 

Purchase an online registration / application

Q:   Can final year LLB students apply for AIBE 21?
A:

Yes, final-year and final-semester LLB students can apply for AIBE 21. Eligible students must have no backlogs and be in their final year of a 3-year or 5-year LLB course from a BCI-recognized university. 

Applicants are required to fill out all the areas available in the application form of the Bar Council of Delhi. 

Security of Application form

In the third step, the members of the enrollment committee of BCD scrutinise the applications and then submit them to the office of the committee.

Issuing ID cards and enrollment numbers

Applicants whose applications are approved by the enrollment committee can obtain their ID cards and enrollment numbers. They can practise law in Delhi.

An incomplete AIBE application will cause disqualification from appearing in the exam. If you have not filled the form completely, your form will not be considered complete.

No, there is no negative marking in the All India Bar Examination (AIBE).  For each correct answer, one marks will be given. But for wrong or unattempted question no marks will be deducted.

The AIBE Exam is no longer conducted in open-book format. Candidates will be allowed to carry only bare acts without notes.

No candidates can actually prepare for AIBE Exam along with their class 12th exam. They just need to take out time to prepare for the entrance exam.

If you have topped while pursuing law there is still some chance. But if you were an average student who have not prepared even once for the exam, it is next to impossible to prepare for the exam in one month.

The AIBE 21 Exam will be held in pen-and-paper mode. No notification mentioning that it will be held in online mode has been released by the council yet.
