The Bar Council of India (BCI) has mandated all newly enrolled lawyers to secure a Certificate of Practice (CoP) within three years of their provisional enrollment. This certificate is issued only to those advocates who successfully clear the All India Bar Examination (AIBE). No lawyer can practice law in Indian courts without it.

The process begins right after a law graduate enrolls with their respective State Bar Council (SBC) on a provisional basis. To obtain the CoP, advocates must complete the Bar Council of India registration process for 2025, which includes filling out the application form and paying the prescribed fee.

In this article, we have explained the step-by-step procedure to obtain a Certificate of Practice from the State Bar Council, including important details on the form, required documents, and fee structure. The AIBE 20 (2025) exam, which serves as the gateway to the CoP, is expected to be conducted by the BCI in December 2025.

What is COP?

The CoP is essentially a license that authorises advocates to practice law in India. Introduced in 2009-2010, it became mandatory for candidates to secure this certificate from their respective State Bar Councils after successfully clearing the AIBE. Law graduates must pass the AIBE within two years of their provisional enrollment. If they fail to do so, they are required to renew their enrollment with the State Bar Council and reappear for the next session of the examination. The BCI has not imposed any restriction on the number of attempts for AIBE. This means aspirants can take the exam multiple times until they secure the minimum qualifying marks, which are as follows:

All candidates obtaining above the minimum marks will be considered as qualified/ Pass, and those who are not able to secure the minimum marks will have to take the next session of AIBE. Those who qualify for AIBE will be able to obtain the COP as mentioned below.

How to obtain COP from State Bar Council?

Earlier, the Bar Council of India released a notification for all the qualified candidates informing them about the availability of COP at the state bar councils. Candidates then would obtain the COP by visiting their respective state bar council. In 2021, the bar council launched a mobile application AIBESCOPE, so that candidates can obtain a digital copy of their COP until a hard copy is provided to them. Now, candidates have to fill and submit an application form as available either on the official website or on the official address of the state bar council.

Steps to fill Application to obtain COP from State Bar Council

Step 1: Download or obtain the COP application form from the respective State Bar Council Website or address.     

Step 2: Fill the Application Form with respect to academic qualification, bar council enrollment, and AIBE qualifying status

Step 3: Submit the Enrollment form with the required documents and required fee

Attach the undermentioned documents: 

  • AIBE Result Copy
  • Academic Qualification Documents
  • Three passport size  photographs (colour and recent)
  • The SC/ST applicants should also submit valid caste certificate issued by the competent authority 
  • Other certificates, photographs, declarations and documents as per Application Form

The application fee for all state bar councils varies, and are subject to change every year. Therefore, candidates are requested to get the application form along with latest fee.

Is AIBE qualification mandatory for candidates who have passed graduation before 2000-2010?

In case the candidate has passed the 3-year or 5-year LLB program before 2009-2010, they aren’t required to qualify the AIBE exam to practice in a court of law.

  • Candidates must get enrolled with a state bar council to fill the AIBE application form
  • 3-year and 5-year LLB graduates can get enrolled with the state bar councils
  • Some state bar councils conduct an online enrollment process, while in some states, the candidate needs to visit the bar council office in person and collect the enrollment form.
  • Advocates Act, 1961 - The act gives the state councils the right to frame their own rules for advocate enrollment. 
  • Enrolled candidates can fill the AIBE 20 (XX) 2025 application form.
  • Applicants will be issued admit cards for appearing in the AIBE XX exam
  • Certificate of Practice (CoP) - Candidates who qualify the AIBE exam will be issued the CoP certificate, which is mandatory to practice in a court of law.

Final semester candidates of LLB without backlogs are eligible to apply for AIBE-20 exam. Because you are in 5th semester of LLB and AIBE 20 will be held in December 2025. So not eligible for AIBE 20.
