UPSC vacancies are declining over the years except for IAS and IPS. See here the comparison of the UPSC vacancies notified and recommended.

The UPSC 2021 notification was released on March 4. The IAS notification 2021 was notified to be released on February 10, but because of the pending litigation in the Supreme Court, the UPSC was restrained from issuing the Civil Service Notification. During the case hearings, the UPSC and Central government agreed to provide an extra attempt in the UPSC exam 2021 to those candidates who are within the age criteria for the Civil Service exam but exhausted their number of attempts in the IAS exam 2020.

See here: IAS Notification 2021

The UPSC vacancies 2021 are 712. The number of UPSC vacancies is declining over the years even though various posts are lying vacant in the government departments. One of the interesting facts is that the number of vacancies for the Indian Administrative Service (IAS) and Indian Police Service (IPS) is the same over the years.

In the UPSC 2021 notification, it was expected that the vacancies for the Indian Railways Management Service (IRMS) will also be notified, but it did not happen. There was no vacancy for the recently approved IRMS.

See here: IAS Vs IPS

The number of candidates selected in the UPSC Result is always more than the notified vacancies because the UPSC include the requisition sent by various departments, till the IAS prelims exam, in that year’s vacancies. This is the reason that 927 candidates were selected in 2019 against the notified vacancies of 896.

The number of IAS vacancies will also see a decline once the ministry of personnel will stop the implementation of the Baswan Committee. The UPSC vacancies are declining, but every year the UPSC recommend 180 candidates for IAS and 150 officers for IPS. We can see the post-wise classification released by the Ministry of Personnel to know the UPSC vacancies for each of the service.

See here: Service-wise UPSC Vacancies Break-up

The UPSC vacancies have a positive impact on the overall Civil Services Exam. The higher number of UPSC vacancies always motivate the candidates and consequently the higher number of applications in the UPSC exam. Another impact of the UPSC vacancies on the overall IAS selection is that it implies a lower cut off for the IAS prelims and IAS main cut off.

For each vacancy, around 13 candidates will be selected in the IAS prelims exam. For example, for 1000 vacancies, the UPSC will select the top 13,000 candidates for the IAS main exam. See below the number of vacancies and the candidates selected in the final UPSC result.

Yes, the UPSC IAS previous year question papers are very important because they provide a clear picture of the exam. The UPSC IAS PYQs hints about the most frequently asked topics in the exam. It also provides the tentative weightage of the sections in the UPSC IAS syllabus.
