B. Tech students who graduated/graduating from IITs having a CGPA of 8.00 or above (out of 10) are eligible for direct admission without having to appear in either GATE.

No, a bachelors in science student can never apply for M.Tech in IIT or any other college because they take admission through GATE exam and B.Sc. students are not eligible to sit or appear for it.
